Railing questions from Rochester Hills homeowners

Guards are required wherever the walking surface is more than 30 inches above what is below, and they must be at least 36 inches high measured from the deck surface or the stair nosing line. On a walkout deck that height is not negotiable and it applies the whole way round, including any landing.
Nothing that lets a 4 inch sphere pass through. In practice that means about 3 7/8 inches of clear space at most, and it applies under the bottom rail and between horizontal members too, not just between the pickets. It is the rule most home-built rails miss.
It has to resist a 200 pound load applied horizontally at any point along the top rail. That is the number, and it is why the post-to-frame connection matters more than the infill. A 4x4 notched thin or lag-screwed to a rim joist frequently cannot develop it, which is why dedicated hold-down hardware exists.
They are different things. A guard is the barrier at the open edge. A handrail is the graspable rail you hold on stairs, and it is required on any stairway with four or more risers, mounted 34 to 38 inches above the nosing line and shaped so a hand can actually close around it.
Often, provided the frame will take the new posts. That is the check: the rim joist, blocking and post connections have to be sound enough to develop the load. Swapping infill onto posts that were already marginal makes the deck look safer without being safer.
Aluminum and cable systems shrug off freeze-thaw and need almost nothing done to them. Composite rail holds color without finishing. Wood is the cheapest and the only one that needs cleaning and recoating on a cycle, which in this climate means fitting the work into a short dry window.
Because it is priced by the linear foot of edge, not by the deck area. A long, shallow deck can carry more railing than a large square one. Add a stair flight with a matching rail and a landing, and the guard can rival the decking itself.
They are systems like any other and have to meet the same guard height, sphere and load rules. Cable in particular needs the right post spacing and tensioning to keep the openings inside the sphere rule over time, which is a detailing question rather than a product question.
